Overview
The Midtown neighborhood association has been awarded R1's Livable Communities Initiative (LCI) support. Through this support, R1 will engage with the community and develop a planning document to address the neighborhood's most pressing livability challenges. This project will be directly informed by the residents of the Midtown neighborhood.
Region 1 Planning Council's (R1) Livable Communities Initiative (LCI) aims to improve communities’ quality of life through sustainable, accessible, and vibrant development.
LCI provides technical assistance to neighborhoods, helping them address livability challenges like housing, transportation, and economic growth. Neighborhoods that receive this assistance will later be eligible for funding to implement infrastructure projects.

The Midtown neighborhood's application identified investment in the neighborhood as crucial to improving its resilience and enhancing the quality of life for its residents.
The application identified the following neighborhood goals:
- Attract investment and development
- Expand and diversify housing choices
- Retain or improve existing character
- Become age-friendly
- Promote inclusive and equitable growth
- Improve walkability & bikeability
In November 2025, the Keith Creek Neighborhood Association was awarded by the R1 Governing Board as the 2026 Technical Assistance recipient! Soon, R1 will be engaging with the Midtown community to form their Neighborhood Plan.
