Region 1 Planning Council (R1) is a specialized regional government team for Northern Illinois. It focuses on bringing local governments together to plan and collaborate across jurisdictional boundaries to make initiatives stronger and more efficient. R1 does this in four areas: transportation, economic development, community impact, sustainability. It also houses northern Illinois's LandBank and Trustee programs, WinGIS, and a Council of Governments. The service region varies by area, but is generally Winnebago, Boone, McHenry, and part of Ogle Counties.

Why is regional planning important?

Regional planning is a valuable tool for beginning informed discussions that holistically tackle regional issues. Mayors and county boards focus on issues and improvements only within their clearly defined boundaries. Interstates, broadband connections, or job creation don’t just stop at county lines. R1 pushes the region as a whole, across city and county boundaries and starts those conversations for collaborative progress.

Beyond collaborative planning, R1 also secures funding and provides essential data that supports regional initiatives.
