Proposal Overview

Region 1 Planning Council’s (R1) application to the United States Department of Housing and Urban Development’s (HUD) Pathways to Removing Obstacles to Housing (PRO Housing) grant aims to expand the regional housing supply by addressing the critical appraisal gap that hinders the development of affordable homes. This initiative seeks to incentivize developers by ensuring they can recover their development costs in areas where home appraisals currently fall below development expenses. Furthermore, the program strives to advance housing justice by directing housing rehabilitation investments into underserved communities.The target areas for the program are Boone and Winnebago counties, particularly focusing on infill sites with existing utilities and infrastructure. Special consideration is given to HUD-identified priority geographies including the Villages of Roscoe, Caledonia, and Timberlane, as well as Lake Summerset.
